Debugger and duchain hints overlaps

Hey,

During debugging, duchain and debugger hint overlaps each other.
Currently both hints are below cursor, a possible solution is to put
one of them above. Personally, I prefer to put debugger one above
however this require to move hint toolbar at the top.
