Patch: TODO highlighting in comments

The "force reparse" button is mainly there to fix a possibly wrong
duchain-parse. For C++ the duchain is just an approximation, thus it
will never be 100% perfect, and there will always be room for this
action. This button will force the current file and all imports to be
re-processed. I've put it into the problem-reporter because that is
one of the place where possible duchain problems become visible.
