kdevelop-pg-qt dependency for php

Hi!

It is a difficult decision. I think it would be better to put it into 
KDevelop, because:
1. It has been developed for KDevelop and there it can be easily found.
2. In kdevelop-project there are also other things which are not related to 
KDevelop, e.g. kdevplatform. It is an auxiliary tool like the KDevplatform-
stuff (maybe a bit less important ;))
3. Maybe there will be stuff being related more closer to KDevelop, e.g. 
Milian suggested a KDev-Plugin for KDevelop-PG-Qt, then we could find it 
together with KDevelop-PG-Qt and KDevelop at one project-page.
Contra:
In SVN I found a message it should belong to kdesupport.
But there is currently no kdesupport in gitorious. ;)
