can we put shouldDoDUChainReferenceCountingInternal into the non-Internal function?

Hey all, esp. David once again.

Anything against me moving the ...Internal into the non-...Internal function?

It's just a few lines of code that imo complicate the code for no gain. Afaik 
there should be no difference at all otherwise (except for the saved func call 
in debug mode but that is of course negligible).
