I also think the best option would be giving it a separate menu-entry,
like "Download and Import Project" or something like that. It's always
good when the title of a menu-entry describes what the underlying
dialog will do, and when hiding this action under the "Open/Import
Project" dialog, that will make it harder to find the action.
"Compressing" the UI to the lowest number of menu-entries/dialogs does
not necessarily make it more usable.
