Reminder: KDevelop Deep Freeze

Hi,

just a reminder that from today onwards KDevelop and KDevPlatform are in
deep freeze. Until March 1st only release-critical bugs are allowed to
be fixed, i.e. compilation fixes and similar stuff. After that no
commits whatsoever (hopefully enforced by read-only-access for everybody).
