Additional Declaration kind for Includes

Hey David!

You once suggested to me to use Declaration's for file includes, e.g. to mark 
ranges, have the ability to jump to the included file etc. pp.

It works like a charm. But I still "abuse" the declaration kind, and use 
::NameSpace (as suggested by you). It doesn't feel right.

Could we introduce something like ::FileInclude or anything like that?
