Thats a question for Hamish or Vladimir I believe. I'm suspecting that
QMainWindow simply didn't allow us for providing the GUI that we want.

Moving is actually possible, you can right-click a toolview and select a
different position for it.

And completely floating toolviews might not come back at all, can't recall
what the discussion was regarding that. You can have toolviews temporarily
overlapp the central area though.
