Because:
A) Unlike other applications, in KDevelop4 there will be 2 groups of tabs
visible at the same time. And to reduce confusion, it makes sense to make them
look different, so it's "feelable" that both represent different concepts.
B) These tabs are at top-right, slightly out of the user focus, and sometimes
may be changed automatically, which the user should notice. The highlight
moves them a bit closer to the focus.
It's not a customization to make the tabs prettier, but it's ment to increase
usability. Which is totally valid. If you have a better idea we can discuss
how to reach those goals in a better way.
