We have a similar todo for PHP yet as you, I can reproduce it with UTF-8 files.
So I really doubt that is the problem...
Also again: It doesn't seem to be a cpp-specific problem, but one which is also
affecting e.g. PHP and I bet other languages as well...
Where is that declaration-popup stuff again? I.e. where is the comment shown,
maybe I can find something there...
