Plugin version upgraded [apaku at gmx.de: extragear/sdk/kdevplatform]

Hi, 

see below, I wanted to push this in before beta7 tagging but apparently
messed up and forgot to dcommit. (me wants git soooo badly) This should
give us at least some less bugreports because old plugins from packages
are being loaded into a self-compiled kdevelop.

@PHP devs: Please update your desktop files accordingly, I'll fixup
quanta now.
