I don't care how many commits it takes. By doing in a branch and then  
saying that nobody should commit to trunk until your done keeps  
people from working on other parts of the code. Just do it in trunk.  
If it breaks, it breaks, and people will either complain, fix it, or  
complain and then fix it.
