KDevelop 3.4 branch unfrozen

Hi,

Let's unfreeze the KDevelop 3.4 branch. I have my tag created. I will  
not move the tag again under any circumstances. Any other fix will be  
have to wait until 3.4.1

Also, it seems that my hardware has died (again) and I will be unable  
to make tarballs for the next few days. The procedure for making a  
tarball is pretty easy. If somebody wants to take the task of making  
the tarballs, I can post instructions either on the ML, the wiki, or  
wherever.
