3.4 beta2 and freeze

As a user of kdevelop3.4 svn, I don't think it's ready yet. Please
improve the Qt4 support, at least allow the path to designer beeing
specified via project specific configuration. 

As KDevelop3.4 will be the last release for quite some time, I think
it's really important that you deliver a minimum amount of Qt4 support.
