in module source reorganization

It was discussed before to create another top-level module. So we should 
have:
1. kdevelop-platform

- contains the base libraries, and common (language independent) plugins

2. kdevelop
- contains language support and plugins related to application 
development

The reason: Quanta will use kdevelop-platform and it is just stupid to 
depend on the full kdevelop.
