Settings UI Rework

Hi,

The screenshot at http://matt.rogers.name/newkdevsettingswidget.png shows some 
UI updates that I've tentatively made to the UI for the General settings. 
Please comment, and if enough people agree, i'll start work on code to 
implement the new look.
