[PATCH] rubyconfigwidgetbase.ui

this patch makes rubyconfigwidgetbase dialog use layout
* wich makes the look of the dialog nicer in all sizes
* fixes the fact that in translated versions not all text was displayed

this patch adds budies to the textboxes (now ALT+letter works)
this patch adds a shortcut (ALT+P)

this patch might not be good enough as
* I use an other version of qt designer then the one used to create the dialog
* the vertical layout is currently always in the center in stead of at top

created patch from within the language/ruby subdir with 'svn diff'
