For KDE 4, there is already a KTE interface in trunk, since weeks ;) It works, at least well enough for Kate 4.x to use it ;)
Yes, the whole interfaces got redesigned, jowenn works on codecompletion atm and stuff will still change, but
would be nice I you could take a look.
