Patch, author global or per project

Hello

I added a feature to kdevelop. You can choose, if you want set an Author and 
Email for the project, or take this settings from the kdevelop configuration.

If you work in a team, you would share the same project file in the CVS. But 
each member of the team would add his own name and email for his written 
classes or methods. That's the reason why i added this feature.
