KDevelop 3.3 release schedule

This should be done for KDevelop4. First of all there is a need for the 
framework (including a shell) in a module called something like 
kdevelop-lib which follows the KDE release schedule. Some basic plugins 
might be also here. The rest should go into different modules, like:
- kdevelop (language supports)
- extragear (whatever plugins not following the KDE or KDevelop release 
schedules)

The need for the lib's is to have a base which we (Quanta team), you 
(KDevelop team) and others can count on it and use it. Of course it 
should be BC.
