Proposing the removal of the KBear template

Hi,

I'd like to propose the removal of the KBear application template. Why? It's 
unnecessary bloat and attempts to support an application that's not even part 
of the main distribution. It's probably highly untested and i'd be surprised 
if it even works. If we get complaints, we can always add it back, but for 
the moment, I'd like to see it removed.
