How do I use -fexceptions?

Hey Ho!
As i wrote in december to the list, the exception stuff is a disaster,
unfortunatly i haven't found the time for(nor the interest in) fixing it.
Anybody else want to go for it? ;)
To enable exception handling, without touching the makefiles by hand, follow
the following instructions:

Maybe i should file this as a bug-report, as it is a complete disaster
usability wise imho. Plus i don't see why disabling exceptions is a default,
as this is a quite useless options from the view of writing standard conform
c++ apps.
