If you right click in the toolbars you get a menu where you can select, for example, what toolbars to show and what toolbars not to show (I know discover that that menu changes depends on what section of the toolbar you click and what toolbar you click on, it seems messy).
In that menu at some moment, only three toolbars where shown while there are five available toolbars.
Now when I try to reproduce it, it seems the toolbar list has been updated (the menu in Settings->Toolbars was always right).
I think that chode should be revisited.
