[PATCH] Support for generic environment variables for configure

Hi,
The following patch makes possible to specify environment variables
defined prior to run configure. Until now this was possible for make
and run states, but not for configure.
Main reason: you can use DO_NOT_COMPILE to exclude some applications
from compilation (useful when the whole module is checked out, but you
want to compile only one application).
If there are no objections, I'll commit.
