[PATCH] run build process with different priority

Hello,

I've done a small patch again. This one adds the possibilliy to change the
nice-level with which the make-commands are issued.

Therefor I've added a QSpinBox to the widgets which gets shown for
project-options->make-options. The nice command and the value from this
project option are then added infront of the gmake command.

If you're interested in adding this to KDevelop, you can download the output
of cvs diff from http://kmp3indexer.sf.net/misc/ .

This will also close bug #77351 from bugs.kde.org.
