New QMake part, continuation

I've fixed KDevelop build system today and new QMake part by Thomas Hasart
can be compiled now externally.
The part itself with own build system is available at:
http://prdownloads.sourceforge.net/kdevelop/qmake.tar.bz2?download

PS: from what I know from mailing list and irc we are still releasing 3.1 with
KDE 3.3 so I think we should put a link to the new qmake part into our release
announcement and website.
