Updated Debian directory patch

Here is an updated patch for the Debian directory.

Here are the changes:
- added a debconf question to let the user decide whether they want the
global documentation index or not
- updated to work with the htdig 3.2.0 packages in unstable
- corrected the search path for the htdig.conf file
- updated the configure options that are used

This patch was created for KDevelop 3.0.1.
