If it isn't, there is a problem, because it seems to be put there 
programmatically.  For example:
[htdig]
databaseDir=$HOME/.kde/share/apps/kdevdoctreeview/helpindex

I don't know enough to have created that entry. KDevelop must have created it 
for me.
