Someone had an Emacs style indentation engine?

A long time ago, someone mentioned having worked on an Emacs style indentation 
engine for Kate, and/or KDevelop.  Is that available?  
I'm not sure who to approach the task of building something of that nature.  
Something tells me Antlr would be involved. Beyond that, I would have to 
start pretty much from scratch.
If anybody has used XEmacs for writing code, or XML, he or she knows what I'm 
talking about, and why I want it.
