Have you configured KDevelop like this?
./configure --enable-debug=full --prefix=$KDEDIR --with-kdelibsdoxy-dir=$KDEDIR/share/doc/HTML/en/kdelibs-apidocs

does $KDEDIR/share/doc/HTML/en/kdelibs-apidocs exist?
