Yes, there is automatic initialization of kdevtoc documentation plugin.
See DocKDevTOCPlugin::autoSetupPlugin() in 
parts/documentation/plugins/kdevtoc/dockdevtocplugin.cpp.

Autosetup of documentation plugin is done only once therefore 
any further changes are not visible to the plugin. 
Plugin configuration is saved in $HOME/.kde/share/config/dockdevtocpluginrc.
There is autosetup option

Autosetup=true
