new KDE/QT tutorial uploaded

Hi there!

I just uploaded a file named usersettingstutorial.tar.gz to your incoming 
FTP-server. It contains a new KDE/QT tutorial I've just written. It would be 
best placed in the section KDE/QT tutorials (there is just one tutorial there 
which is quite outdated already).

Please feel free to send me comments about it - I'd be happy to get some 
feedback!
