Just changed in kate that the folding markers reappear even if the file stays 
with the same hl, which means:

if you have the "show markes if possible off"
  -> always stay off until triggered manually

if you have the "show markes if possible on"
  -> show up if you: a) open a new file which has a hl with folding
                               b) edit a file, save it, which leads to change 
                                   of hl with folding (for example from 
                                   text/plain to c++ mimetype)
