(X)Emacs style 'hard' indentation?

try KDevelop CVS HEAD, the qEditor should behave pretty much like that, you 
can even highlight a region and press TAB to indent it.

Don't know about Kate (the default editor), try kwrite-devel at kde.org or grab a 
Kate developer on IRC ;)
