Conflict free version of Doxygen 1.3-rc3 patch

The lang_cfg.h file should be added to repository in parts/doxygen

The commit log of all the files should be:
Updated to Doxygen v1.3-rc3

The doxygenconfigwidget.cpp file should have the extra line in the 
commit log:
Solved bug #51331

The doxygenpart.cpp file should have the extra line in the commit log:
Place the search.idx file in the directory where the html files are
