OpenWith part

Does openwith part works? I can see it in the plugins list from
global configuration. But I can't uncheck it than. It always remains
checked. OpenWith menus didn't appear at all. 
Desktop file exists in $KDEDIR/share/services, library is in
$KDEDIR/lib/kde3. 
After some testing I've found that part isn't loaded at all. But I was
unable to make it work. Please somebody look at it.
