[Bug 59720] The environment variable are not set when debugging

Further to this...

in the troll project the the app.kdevelop file starts out as 
<!DOCTYPE kdevelop>

in the autoproject the app.kdevelop starts out as 
<?xml version = '1.0'?>

Which is correct? Should we change any/all the projects to have the same 
start?
