KDevelop3: Valgrind part makefile is not making 'valgrind_dialog.moc'

This was reported to the bug database by Jon Smirl:

For a clean check out the Valgrind part makefile is not making 
'valgrind_dialog.moc'. If I create it by hand the build works.
 
 By hand...
 /usr/lib/qt-3.1/bin/moc ./valgrind_dialog.h -o valgrind_dialog.moc
