Example: Gideon is fullscreen on the desktop. The user runs Konsole, which pops up in front of Gideon. If the user runs the mouse over any part of Gideon's window, Gideon is brought to the foreground. This is unconventional behavior, and not what most users would expect. If there is currently a configuration option to turn this feature off, I would suggest considering turning it off by default to provide a more standard interface behavior.
