DocTreeView (doxygen) patch

Hi,

I never got a functional doxygen documentation in the DocTreeView - it
did not work, no matter what location i specified. Even when looking at
the source code i did not manage it :(

The patch tries to find the "/html/index.html" file in the specified
location. Tag files are searched for one directory level up.

It would probably a good idea to let the user specify where the
index.html is located and the doxygen tag file can be found.
But i think its common to place doxygen tags in "somedir/somefile" and
html docs into "somedir/html/".
The patch assumes this.

What do you think ?
