IDEAl mode State Saving on exit

Hi,
Just been looking at making Gideon save the state of IDEAl mode when closing 
which bug nos. 59530 56476 relate to.

I've got it to work (on my system at least!), but as I'm still driving round 
the gideon sources with Learner plates on, I'd be grateful if anyone could 
look at the attached patch and comment on whether what I've done is good, bad 
or plain diabolical! As they say, the best way of learning is to mess it up 
to start with.

Only works on a global basis, not per project.
