Which QT-Version will distributions of KDE 3.1 prefer?

not anymore :) Newly created projects require Qt/KDE >= 3.0.0 now, since 
that's what most users might expect. At the moment, the MIN_CONFIG in 
configure.in.in has to be changed manually to force Qt/KDE >= 3.1, I added a 
note to the TODO file to make that configurable.
