kdevelop3 patch

Hi!

I found some annoying bug in Reformat Source command in  kdevelop3.0, and I 
corrected it. 

The bug is visible when I try to reformat source with ISO-8859-2 characters in 
it (I am Polish). After applying this command, every character above 0x7f 
changes to same wird 2 characters.

So look at the changes I've made. Now it works fine, but I am not sure if will 
work for other languages.

Also, I added buttons to buil toolbar in QMake Project.
