Add External documentation function is inexistent

Hi,

Under "Customize Documentation tree" > Global Documentation > External 
Documentation tab

There is the possibility to Edit, Enable, Disable. But there is no 
possibility to Add or Remove.

On my opinion this should exist.


Where can I add this manually? Which config file should I edit?
