No, KDevelop CVS HEAD requires kdelibs CVS HEAD, unless you are running on 
KDE-3.0.x or KDE-3.1.x in which case KDevelop internally provides the needed 
extension to the libs of those platforms. Mostly this is all about the KMDI 
library.
