another kate template

Hi *,

I cloned the parts/appwizard/kateplugin-template and added a config page for
kate (kateplugin2). So it's exactly the same as parts/appwizard/kateplugin
but about twice the size - I don't want to code all this for every new
kateplugin :)
The template is attached.

May I commit?

- add "kateplugin2" in parts/appwizard/Makefile.am
- add parts/appwizard/kateplugin2
