automake and etags

Hi,

I have a deeper question concerning automake and etags.
Ok, here is the story:

If you enabling ctags support in kdevelop, then kdevelop uses the 
exuberant-ctags util, when it's there.

But now, if you want to make a distribution file, with tags support enabled, 
then automake uses etags to generate TAGS files.
But if you don't have etags, say you don't have emacs installed ;)), the 
tar.gz file process breaks.

Why I'm asking:

I'm using gentoo distro and I was discussing that kdevelop needs an "emacs" 
dependency to work correctly.
But the package maintainer doesn't want that kdevelop depends on emacs.
after all, it's not a kdevelop issue but an automake issue.
so, how can I avoid installing emacs/etags but not breaking the tar.gz 
distribution process ?
