Multilingual make patch

Hi,

attached is a patch that enables KDevelop (KDE_2_2_BRANCH) to parse localized 
make output.

I have no clue whether it will work for korean, japanese or russian (I just 
pasted the string from make's .po file...) since they contain non-latin1 
characters.

Can anyone who is familiar with non-latin1 characters please tell me whether 
the comparison is okay?
