You can view the full KDE CVS tree via web interface (webcvs.kde.org). To view 
the KDevelop 2.1.x code, you have to select the KDE_2_2_BRANCH and view the 
atric, or click on this link:

You can also download files from there. Note that webcvs is always 1-2 hours 
behind the actual CVS.
