OpenBSD Porting of 2.1.2

More patches from OpenBSD porting.
This time concentrating on the New Project wizard.
admin/detect-autoconf.sh: autoconf / autoheader v2.52 are known as 
autoconf-new / autoheader-new
admin/detect-autoconf.sh: /bin/sh does not have type command
admin/cvs.sh: OpenBSD is only up to automake v1.4-p5, so will have to make do 
with this for now.
